Current Development Applications of Concern
Lot 1 & 22 Woodburn Road Berala

Suburb: Berala
Address: Lot 1 and Lot 22 Woodburn Rd (Eastern side of Berala shopping centre) - Food for Less down to (and including) railway car park

Application No: DA22/2010
Status: New owner Oct. 2009. Proposal now to build new Woolworths Supermarket & 4 specialty shops. No highrise flats!

Update May 2008: While the Food for Less supermarket was closed Easter 2006, there has still not been any substantial work done on the site, save for the demolition of all the shops. The 'official line' from the builder, Citadel Property Group (Berala), is that they are still intent on building the development. However, in May 2008 the work sheds have been removed from the site, raising further questions about whether this development will proceed or not. At this point in, there has been some construction of a 'basement' and some walls, but nothing substantial.

31st May a well attended public meeting was held, organised by Residents Action Group for Auburn Area and People for a Better Berala, where community concerns re the site were addressed.

Update July 2008: Second public meeting held, organised by RAGAA and PBB.  Representatives from Citadel and Council officers attended. Citadel assured residents that Council was responsible for the stalled works. Council staff noted that no DA had been lodged for the new works. Citadel assured residents they would have their shops soon.

Update October 2008: Advice received that Citadel  now placed into receivership. Ferrier-Hodgson appointed as receivers. Mayor Irene Simms (RAGAA) arranged meeting with receivers and advised that priorities for Council and community were

1) Build up of water on site
2) Hoardings
3) Security of excavated site

Irene also advised receivers that a supermarket was a PRIORITY for Berala residents.

Update June 2009: Site advertised for sale.  There appear to be several interested parties.

Update October 2009: Woolworths have purchased the site and propose to build 2 basement carpark levels, 1 Woolworths supermarket, 4 specialty stores and 1 'at grade (open air) car park'. They do NOT propose to build any residential.

Update January 2010: New application (DA22/2010) lodged for: Construction of single storey Woolworths supermarket with basement parking and above ground parking including four specialty shops.

Update April 2010: The development application has been held up because of Railcorp requirements for the site. Our Councillor, Irene Simms, has spoken to the local member, Barbara Perry and the Minister for Planning, Tony Kelly, to seek their intervention in bringing this issue to a resolution. It is now 4 years since the original shops closed. Totally unacceptable!

Description: Approved plans: (September 2004) :1 retail unit; 1 community facility; 11 commercial units + 8 with attached residential; 161 units in 2 buildings, mostly 5 storeys with one 6 storey and one 7 storey tower. 360 parking spaces..

Our concerns include: Application is considerably higher than what is proposed for Berala town centre; approx. 35% of the units are undersized; suitability of the site when many units will require air conditioning as windows will need to be closed to keep out railway noise; detrimental effect on Berala businesses during the period of development (approx 18 months?); and that the development, at this magnitude, is not in the public interest.

Original DA: 12 commercial tenancies, 214 flats in 2 blocks. Both buildings six storeys, with part 8 storeys.
